phpBB code [SCROLL] and Chrome browser

There appears to be an issue with using the phpbb SCROLL tag and Chrome browser version 40.0.2214.93. The issue manifests itself as an improperly formatted cell. As such, until I can figure out why the latest version of chrome isn't rendering this particularly piece of code properly, please refrain from using it in your posts.

Update: the bug only affects scrolling text rendered in the Portal and in the Site Announcement banner at the top of the forum index. Please do not use SCROLL tags in the Official Banner Thread.
