I'm sure that if they can understand the basics of this game, they can get through the language barrier enough to register here.
Being global, means that everyone is on a different time zone, and times are usually set to game time, unless the majority wants to use some other time zone.
Not everyone is active, and some may be just "tail coats" - just hope that they are not ghosting us too.
